1. CSS frameworks

This overview of the most popular CSS frameworks at Noupe gives you a good comparison of the different options available. Links to resources and tutorials are also available.
I personally use Blueprint for all my sites for some time now, and it gives me a major headstart when creating, slicing and basing my designs. The default element styling (and reset) works great as a starting point.
